This was my idea for UO and EQ when they first came out- have the GMs play authoritary figures who participate in public trials, jail hearings, etc.

Players can actually plead their case rather than get get stuffed in the back of a trunk by the Gestapo. For example, Lord British would go to each server and play king for a day, delegating authority and dealing with the locals, commanding GM run guard captains to deal with bandits and murderers, and deliver speeches that set new rules or restrictions for certain areas. Instead Lord British was simply a figurehead with no real effect on the game.

I think the idea of a jail would be pretty funny. Like, you can rack up some warnings, and the next time you commit an offense, your character is jailed for X amount of hours (or days if it's that serious).

Have things just like RL. Police that patrole the streets. In this case a GM. Just have a couple of them walking through City and Other zones just observing behavior. It's not like they can debate something they have seen with their own eyes.
